Minutes of the New York Wing Cadet Advisory Council meeting held on 13 December 2003 at New York Wing Headquarters (North), Binghamton, NY.

                       

TO: New York Wing Director of Cadet Program and all New York Wing Assistant Directors of Cadet Program, New York Wing Commanders, and Cadet New York Wing CAC Representatives

 

NOTE:  THESE MINUTES ARE A REPORT OF DISCUSSIONS BY CADET DELEGATES.  NO ACTION IS TO BE TAKEN AS A RESULT OF ANYTHING PRINTED HEREIN (EXCEPT FURTHER DISCUSSIONS BY UNIT CAC's).  ALL CHANGES MADE WILL BE MADE THROUGH PROPER CHANNELS.

 

CALL TO ORDER: The motion to begin the 13 December 2003 meeting of the New York Wing’s Cadet Advisory Council was made by H. Matthew Groff, C/1Lt at 1023L hrs.

            Cadet Groff motioned to accept the 27 September 2003 minutes as read, motion passed.

Attendance is currently 75 active members

                        Past events include:

-          West Point Field Trip

-          C-130 Flight with 109th Airlift Wing

Upcoming events include:

-          Joint Training with 274th ASOS

-          One squadron of concern

-          No Group Director of Cadet Programs

 

FLG

Attendance is currently 108 active members

Cadets attending CAC: 7 members

                        Past events include:

-    Orientation Flights

-    Emergency Services Training

-    Phase One Cadet Basic Training School

-    Color Guard for Veterans service

Upcoming Events include:

-          CPR/ First Aid Renewal course

-          Emergency Services Training

-          USAFA Briefing by USAFA cadet

Events in Planning Stages:

-          Winter Bivouac

Changes to CAC include:

-  Batavia Composite Squadron has a new Alternate Representative

 

LIG

Attendance is currently 100 active members

Approximately 50 cadets attend squadron and group activities

- 7 December, 2003 laying of roses at the Air Power Museum

- Battleship Cove Massachusetts trip

- Pumpkin Festival

- Operation Morale Boost

- LIG Holiday Party

Events in Planning Stages:

- LIG Winter Bivouac

                        Changes to CAC include:

                        - NY409 Centereach Squadron has been dissolved so the CAC has lost a representative

                        - The LIG recorder resigned his position and was replaced by C/CMSgt Stephanie Collins.

- C/Capt Ryan Elliott and C/Capt Matthew Cooney received their Earhart Awards

                        Upcoming Events include:

                        - Winter Bivouac

                        - Career Day

                        - Grassroots day where service academy cadets visit all squadrons

                        - Habitat for Humanities participation

                        - Group Banquet

 

WNYG

No Report

 

Task Force Reports:

CLS:

a. Task force will be headed by C/1Lt Paquette with the assistance of the whole council

b. The wing will be unable to run the activity this summer as hoped

c. The activity needs a location (possibly Stratton ANGB)

d. There is a need for Senior and Cadet instructors

e. The current target date for the activity is the summer of 2005

 

NCOS: No current task force, but can be planned by the CLS task force.

 

Follow Up on Task Force Reports:

a. CAC needs to work out the application procedure for CLS/ NCOS

            b. The chairman requested that group representatives poll their groups for interest

            c. Development of the class curriculum needs to be started

UNFINISHED BUSINESS:

1.      Cadet Fest 2004:

a.       See Attachment 1 for ideas developed.

2.      CAC Trip

NEW BUSINESS:

1.      Cadet Solo Flight School Task Force:

a.       To be held at Griffis Airport

b.      Training would be provided to give a cadet their solo wings

c.       Create a committee to examine interest in the groups

d.      The CAC needs to explore possible funding from outside sources

e.       The Wing Commander has directed the CAC to create a possible plan for action

 

2.      Website issues

Open Floor

1. Reading List:

            a. C/Maj Lopez raised the issue of a suggested wing reading list, citing its benefits

b. The reading of certain leadership and military related books could be used as a requirement for staff positions, promotions etc.

2. Pictures:

a. Capt Pruitt raised the issue of collecting pictures of CAC members and providing pictures in association with the group reports.

b. This would benefit recruiting and allow for the building of websites etc

 

Closing:

 

The motion to adjourn the 13 December 2003 NYWG CAC meeting was made by H. Matthew Groff, C/1Lt, CAP and seconded by Jonathan Fitch, C/Maj, CAP at 1403 hrs.  The motion was unanimously passed.

Suggestions for the General Assembly:

a. Achievements, year in review, and general issues

b. Eaker and Earhart Awards to be presented by the Wing Commander personally to the individual cadets, while Mitchell Awards could listed on a slide

c. Wilson Award should also be presented by the Wing Commander, while Loeing and Garber to be on a slide similar to the Mitchell awards

d. Groups shouldn’t stockpile awards

e. Photo opportunity afterwards, just a handshake during assembly, possible fund raising activity

Cadets O’Brien and Lopez will brief the CAC concerning photograph printing costs at the next meeting

a. Discuss the Leadership School in planning

Possible Ways to Supervise Cadets:

c. Make some sessions mandatory

d. Each group will be held responsible for its respective cadets

 

Cadet Lopez was tasked by the chairman to draft a memo for the Wing Commander and his staff concerning the above suggestions.
